行人路權至上

這次和嘉川到美,加兩地探親旅遊,讓我這位要用拐杖行走的老鳥親身體驗到,"行人的路權"
真是駕車人尊重行人尊嚴下的產物。 駕車人若不尊重"行人的路權",就等於說駕車人仍然保留了
"叢林法則"的野蠻思維。
讓我感受最深的是,美國加州小城,多數紅綠燈不多,行人過馬路都是走斑馬線。任何駕車人
只要看到行人準備穿越,一定會停下來讓行人先行,等到行人安全走過馬路之後,駕車人才開車繼續
前行。
我注意到這些斑馬線的中間都立著一個小小的石牌,上面寫著:州法規定,駕車人要禮讓行人
(By State Law,Drivers Yield Walkers),簡單的幾個字,樹立了莫大的法律權威。讓我體認到
法律權威的樹立,不在於威嚇,而在於徹底的執法精神。
日前美國總統歐巴馬在聯大發表演說時說得好:世界應該團結在一起,以展現國際法不是虛幻
的承諾。他知道,美國必須落實執法精神,如果國際社會也能和美國一樣貫澈執法精神,那麼國際
社會就不會讓叢林法則橫行了!
在舊金山的城市大街上,行人過馬路當然是依照紅綠燈的指示,當行人綠燈剛結束時,它總留
有大約五秒鐘的緩衝時間,讓一些步行遲緩的人,可以安全踏上行人道,交通號誌這才轉成紅燈。不
要小看這五秒鐘的時間,它正是為遵重行人路權,深思熟慮下的產物。
現在回頭來看台灣社會,行人有真正享受過他們應有的路權嗎? 交通號誌有設身處地為行人著
想嗎? 駕車人老是橫衝直撞,什麼時候有尊重過行人的路權? 當然我們也要問,行人是不是也都有
遵守交通規則,不亂穿越馬路? 如果這些問題的答案都是否定的話,那麼台灣要想成為一個尊重
行人路權的人權社會,只怕還有好長的一段路要走呢!

  1. Respect for pedestrians and vice versa is taught at a very young age in Canada. It is something that is valued by society as a whole. I am guilty of jay walking sometimes and I have been caught by my 10 year old daughter's friend telling me that I should not jay walk! Another time I wanted to jay walk with my 7 year old son and his response was, "Mummy this is not safe, we should cross at the traffic light". My children have reminded me the importance of safety and that this should not be compromised.

    One clear image that comes to mind when driving in Taipei was the general lack of respect for the law by both drivers and pedestrians. The way cars moved in Taipei was like the way a river runs, where there is a gap, a car will fill it. People did not get angry with eachother, it was just accepted as a way of life.
